CRC Executive Committee

The Caribbean Regional Committee (CRC), in accordance with its bylaws, is led by an Executive Committee that is democratically elected every two years. This structure reflects the region’s cultural and gender diversity, with balanced representation of women and men in positions of highest responsibility.

The Executive Committee consists of a Chair, a Vice Chair, a Treasurer, and a Secretary, along with six member organizations that serve as directors. This structure ensures broad and participatory representation of CRC members in the decision-making process.

Regional Advisor to the IUCN

His work includes representing the interests of members from the Insular Caribbean before the Council, advising the Council on the region’s priorities and challenges, serving as an ambassador for IUCN by promoting its mission and strengthening membership, facilitating communication among members, expert commissions, and the IUCN Secretariat, and promoting the “One Program” approach, which integrates all components of IUCN in the implementation of the Nature 2030 Program.

The Regional Councilor is a position of the utmost importance within the IUCN’s governance structure. Elected by the region’s members during the World Conservation Congress, the Regional Councilor’s role is to ensure that the region’s priorities, needs, and perspectives are heard by the IUCN Council, the Union’s highest governing body between Congresses. Our region, North America and the Caribbean, elects three Regional Councilors.

His career includes founding Microjuris, an innovative online legal information service, and he received the prestigious Kingsbury Browne Award in 2021, presented by the Land Trust Alliance for his exceptional leadership in conservation. In the wake of Hurricanes Irma and Maria, he led reforestation and ecosystem restoration efforts, fostering strategic partnerships with communities to place the Caribbean on the global conservation agenda. His election as Regional Councilor represents a historic milestone by strengthening the voice of the Insular Caribbean in IUCN governance.

Fernando Lloveras San Miguel, Esq

Fernando Lloveras San Miguel is an attorney and conservation leader with more than two decades of experience protecting nature and strengthening communities in Puerto Rico and the Caribbean. He is president of Para la Naturaleza (PLN), an organization that has spearheaded the conservation of more than 35,000 acres in Puerto Rico and promotes the goal of protecting 33% of the territory by 2033. Under his leadership, the organization achieved accreditation from the Land Trust Alliance, becoming the first in Puerto Rico to meet this standard of excellence. He has also served as vice president of the IUCN Caribbean Regional Committee and is an active member of the IUCN Council.

Institutional Collaboration

It also acknowledges the invaluable contribution of Prof. Sixto J. Incháustegui, who served as Regional Advisor for North America and the Caribbean for two consecutive terms (2016–2025). A biologist who graduated from the Autonomous University of Santo Domingo (UASD) and holds a master’s degree in Ecology and the Environment, Prof. Incháustegui is a leading figure in Caribbean conservation. In 2022, he was honored as a “Scientist of the Nation” by MESCYT, and in 2024, the UASD named him an Honorary Professor for his contributions to research and the conservation of Dominican biodiversity. His leadership was instrumental in driving the statutory reform that allows representatives from overseas territories to participate in the IUCN Council.

The CRC appreciates the institutional support provided by Para la Naturaleza (Puerto Rico), which provides the operational and coordination capacity necessary for the Committee's functioning.
